My BIOS successfully detect it. But I don't know how to install it on
XP. I heard I can use gpedit.msc but after that I don't know.
Installing a new hard drive has nothing to do with the Group Policy
Editor.
Assuming this is a second hard drive and you already have Windows
installed, go to Control Panel>Administrative Tools>Computer
Management>Disk Management. Do you see the new hard drive there? If so,
create a partition and format it. Or you could boot with the drive
mftr.'s utility and partition/format it outside of Windows. Then when
you boot into Windows, the new drive will appear.
