This really is a very good site that explains "colour spaces" / translation tables / and all about *.icm and *.icc files, and alos explains where your monitor colour profile is positioned in the "Colour Workflow" ....scheme !

Creating a colour profile for your monitor is part of the "Colour Workflow" procedure.
"Windows XP | Control panel | Display | Settings | Advanced | Color Management" IS WHERE YOU SET, or SPECIFY if your prefer, the monitor Colour Profile, if you don't specify one, I think the sRGB Color Space Profile.icm monitor profile is used by default.

The monitor colour profile forms a relationship, (for want of a better term), with the selected colour workspace in Adobe Photoshop and the printer, (and scanner come to that), colour translation tables.

It's a simple question, but I can't find the answer anywhere. If I am using Adobe Gamma (to make my monitor display colors correctly) and using color management in Photoshop etc... what purpose is this in Windows? What does it do that anything else doesn't do?

I really can't find anything on its actual function in microsoft documentation and web sites etc...
