password policy after upgrade to windows 2003

Hi,


I have upgraded my domain to windows 2003 from windows 2000. After that
the password policy for the old users are not affecting with the
complex password option. New users are enforced with complex password
option. What needs to be done to effect the password policy for old
users also.
