Hi,

You may be able to recover files from that user's profile with the use of recovery/undelete utilities, but the profile itself is permanently gone.

is there any way to get this restored other than using HDD data recovery
process?

The profile was accidentally deleted as follows:
Right click on My Computer > properties > Advanced > User Profiles -
Settings > deleted a profile...

I'm hoping that the profile can be restored through some method like the
Recycle Bin... I realize I'm clutching at straws...
