Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

XP SR2 Home

I have been told my problem is network-related but, since it involves MS Explorer, I am not sure. I am posting it here for suggestions. If this is more relevant to another ng, please direct me. I am going to list a number of things I know to be wrong/unusual and hope someone can find a common cause.

MS Explorer - when I open Explorer, 'My Computer' is collapsed. When I click on it, it takes 2-3 minutes (I time it) for a list of drives to appear (internal - partitioned and network drive). If I expand and immediately collapse, I get another 2-3 minute wait. Once my drives are visible, I can access folders/subfolders only by selecting them from the left hand column. If I click on a folder in the right column, I get a popup that looks like a command prompt - appears but closes in 1-2 seconds. Explorer can access my network drive with no problems on my laptop.

SaveAs - if I try to save a fle and change folders for a new destination, I get the same 2-3 minute wait.

Network Connections - When I try to modify the network settings, there are none. Network Connections is empty. But my PC can still access the net through my cable modem and still access my Network drive. If I try to create a network I get a message telling me one already exists.
Internet Options - Connections - all choices are grayed out (Never dial, Dial whenever, Always dial).

MS install - at one point, I tried to install XP on another partition - XP startup only sees the c:\ drive.

Disk Management - when I select this I get 'server execution failed'

Norton Firewall - won't run. Tells me I don't have privileges.
(I have since uninstalled NF)

Only errors I can find are
Event Viewer - Application - Event ID 4356 - 'The COM+ event System failed to create an instance of the subscriber partition.'
Event Viewer - System - Event ID 1003 - 'You computer was not able to renew its address from the network
Event Viewer - System - 'Adapter Intel(R) PRO/100 VE Network Connection:Adapter Link Down.'
No errors in Device Manager.

MS Outlook - on every bootup, it tells me I need to install a feature - the feature is registering Outlook. I then get a popup telling me I am registered but go through the same process next bootup.

All I remember right now. Guidance please.
