If you want to Turn Off the system automatically if there is no activity
for
a particular time then you can use the Built in feature of Windows XP (as
said by SANDY). This feature is called "Hibernate".

If you wanna talk semantics, hibernation doesn't have anything to do,
directly, with detecting user inactivity, so claiming this feature *is*
hibernation is misleading at best.

I use hibernation all the time, but *never* as a result of user inactivity.
