How to block access to control panel



Using Win XP Pro, Home,Media edition, having one admin account and one limited user account,how do I restrict access to control panel,internet options, history delete,TIF folder.
I want the limited users to use IE,MS office and other programs. But I don't want them to delete any history,tif files or make any changes to desktop. Thanks in advance.
