For normal intents and purposes, and a typical user, deleting a partition
removes access to any previously written files.

Formatting does not delete a partition.

There are tools out there that will find files after formatting a partition
related to those files, or removing a partition related to those files.

do you really delete all files forever when deleting a partition during
a format?Someone told me he could run a program and give me a printout
of everywhere I`ve been etc. which is accurate?
