Windows XP Taskbar issues -- please help!!

Okay, if this has been addressed before, I am really sorry, but I truly
am at my wit's end with this Taskbar.
I've been having behavior problems with it for about 2 weeks. I think
I have solved it because it goes away, only to recur a few hours or
days later. Let me outline the setup I am running first.
--Windows XP Media Center 2002
--Running Japanese language bar
--running Quick Launch
--running system tray
--latest IE and Firefox installed (I use Firefox except for playing
games, Firefox has issues *shrug*)
Okay, the main problem is that my running programs will suddenly move
to being squashed between the language bar and the system tray. I will
unlock Taskbar to find a "ghost" toolbar placed in between QL and
Language bar that I can't remove or shrink. I will solve this by
closing all toolbars and then slowly restoring them, language bar last.
This usually allows me to shrink the "ghost" toolbar, but not get rid
of it. Sometimes, when I close language bar, the "ghost" closes, too,
but not always. And there's no guarantee that the "fix" will last. It
can be triggered into moving back just by minimizing a window! *grr*
Two days ago, the running programs disappeared completely. They would
reappear after several hours of the computer being off. I found a fix
for this at Kelly's Korner, but it has to keep being activated each
time I restart computer.
Any ideas? I haven't added any new programs in the past 3 weeks and
I'm careful in opening my emails, but this had to be triggered by
something and I'm getting really frustrated.
