I am building a new computer and wish to remove the XP install on my

iicense since the software has already been licensed on the old machine?
Follow the process you have stated of removing it from the one machine
and
then install it on the new machine. Once install is complete, attempt to
activate via the internet. That may succeed depending on how long it has
been since you last activated XP on the old machine. If it fails, choose
the option to activate by phone instead. When activating by phone you
can state that you are transferring the license to a new machine, having
removed it from the old machine, and you will be given the numbers to
enter to activate on the new machine. It is a pretty straightforward
process.
