I want to know if I can publish Microsoft clipart on my webpage and

buy it from them or get written permission?

I don't think it is wise. I recently learned of a situation where a local
learning institution was making up a brochure for a fund raiser and used a
photo from the ones provided on the MSOffice disks. Shortly after the
brochure was sent out, they recieved a call from the lawyers of a national
corporation based here. Seems that the photo the learning institution
pulled from the MSOffice disk was from a print ad for the national
corporation and was copyrighted for their own use.

That's precisely why I provided a URL for the Open Clipart
organisation......
