How to install and use the Recovery Console

The computer will now restart.
Okay, Now, from "Services" (services.msc) both
Remote Procedure Call (RPC), and
Remote Procedure Call (RPC) Locator
Show a Status of "Started" and a Startup Type of "Automatic"
But the same message appears (RPC Server unavailable) in both the normal and
Safe modes.
Also the MS Installer isn't recognized by other applications. Would a
"repair" install help either of these oddities?

In trying to re-order the drive letters after a disk failure (and a
week's
worth of reconstruction), I get the above message.
From "Computer Management" then clicking "Disk Management" the above
error message appears.
I can't seem to find how to get the "RPC Server" to return to
"available" status.
Pointers would be most welcome.
