Any limitations for internet connectivity when using Safe Mode With Networking?

I'm trying to perform some testing on my PCs, one of which is a laptop
and the other a desktop. Desktop connected directly to 2Wire Wireless
RGW via ethernet. Laptop connected via wireless. Neither PC can
establish an internet connection when I boot into Windows XP Safe Mode
with Networking. The desktop does show that I have an active LAN
connection, but no packets are being transmitted in either direction.
Is there something specific about the 2WIRE device and the ability to
connect while in Safe Mode?
