Running Virtual PC on XP Home is not supported but it does work.

Someone else has already mentioned it but I'll say it again. Try
Virtual PC it's free. You create a virtual machine and install DOS
in it. As it's DOS it doesn't need a lot of resources. You can
create a very small virtual machine.
