This could be due to a bad/damaged CD, dirty CD reader, problems with memory
or the hard drive. Why were you trying to reinstall in the first place?
Also have you contacted Dell tech support?
It's a good idea to backup files. Of course you should not be in the position of needing to do this now. It should have been done before trying the recovery, and having a full and complete backup at _all_ times is essential.
There are several options open to you for this. One is to put the drive as a slave drive in another XP or Windows 2000 computer and copy the important data.
Another option, if the computer has two CD drives one of which is a burner, or one CD and you have a thumb drive with enough capacity to hold all the backed up data, is to download a Linux distro called Knoppix. This will create a bootable CD. Boot from it and copy the data to the thumb drive or burn it to CD. If you want more info on how to do this in Linux post back and maybe Malke will see it and respond.
