Flash & Javascript Error Message

Why do I always get the message below even though I always install the
latest version of Flash when I get the message. And javascript is turned on?
I get this message even after installing Flash. What is the problem. Thanks.

"Hello, you either have JavaScript turned off or an old version of
Macromedia's Flash Player."
