A couple of things to note:

- When there is a user-defined account with administrative permission, Windows "hide" the default user Administrator

- Before all this happens, while logged on as user Administrator, you might have enabled "Make my folders/files private". That simply means no one, I repeat, no one other than user Administrator can access the folder (C:\Documents and Settings\Administrator)

Just because Windows does not display the 3rd user "Administrator" (on the simple logon UI) doesn't mean you can't logon as Administrator. Hit CTRL ALT DEL twice. You'll be presented with a logon prompt. Type "Administrator" (without quotes) and the corresponding password for that users (if you specify any). VOILA! You're in as user Administrator. While you're in as this user, disable "make my folders/files private" (may not be what it says exactly), so other users with administrative permission can access user Administrator folders/files.
