Offline files problem

We have seperate offline folders set up for uploading drawings for each
user. Drawings are scanned in from a terminal in the plan room and
saved in the users folder. The problem appears when the syncronization
takes place, the folder added at the terminal is not replicated. The
user account on the terminal has full permissions on the user folders.
Please offer any recomendations.
