XP Home - unable to restore welcome screen.

I am unable to restore the XP welcome screen on my daughters and
grand kids puter with XPHome-SP2. The box is stand alone with no
LAN and is connected to the net with a dial up connection.

There is no PC-anywhere and no gina.dll in the registry,
KB-817142 tells me nothing that I do not already know.

BTW, "use welcome screen" is ticked in safe mode and in admin
"normal" mode,!

Any suggestions would be appreciated.
