Drag and drop to DVD. Is it possible without a 3rd party program?

Hello,

If I am going to store any file in a CD I just drag it to CD drive,
and click on the bubble opened and click on the Write these files on the
context menu. It workd fine. But the same operation doesn't work for DVD's.
Why? I have to use A program from Roxio or something else for the same
thing. What am I missing?
