What caused the change in the shutdown dialog box?

When I shutdown I get a drop down combobox with selections like Restart,
Hibernate...

That's not the way WindowsXP worked when I first got it.

What caused the change?

I have another system that still behaves the old way and I'd like to up
grade it.
