According to the diagnostics for the cd rom (JLMS DVD-rom XJ-HD166) it
is being detected and working but says no disk inserted with which

Is there a way I can make the working cdrom the master so that it can
boot from the windows cd to reinstall?
Sure. Open the computer and remove the non-working drive. Since Dells
like cable select, move the working drive to the correct position on
the ribbon cable.
Two other ways to check if the drive is working:
1. Boot with any other bootable rescue cd such as Knoppix or a Bart's
PE.
2. Swap the drive out for a known-working one. You can test the
questionable drive in another system.
