Well I fixed it!
The problem was not the Norton products as what some of you thought.
I went to the program that lets you make the HP Recovery Tools CD and that had an option to reboot so I said yes and now
I can shut down normally.My MS System Restore also is working.

That doesn't mean the Symantec program(s) weren't causing or contributing to the initial problem. Be careful here in your conclusions. You made all kinds of changes to the system from when the initial problem surfaced to this final resolution. Cause and effect is not clear, and I don't believe you can draw the clear cut conclusion you have. I'm not saying that it definitely was the Symantec program but the hanging CCapp.exe was certainly a good clue since it's associated with it.
