Is this a BIOS password that is asked for even before windows starts or is this the windows login account name if and password? Your description makes it sound like the windows login. If that's the case you don't need to login to windows to format and reinstall. Boot from the installation CD and follow the prompts. Remember to delete the old partitions to get a clean install. See this link for info on how to do a clean install.

If you need to login to do some things first try to login using the built in Administrator account. For XP Pro at the Welcome screen do Ctrl-Alt-Del twice, then enter Administrator as the name and the password for that account which was assigned when the OS was installed. For XP Home that password is normally blank. If for some reason the OS is XP Home boot into safe mode. The Administrator account will show up on the Welcome Screen and normally there is no password.
If it's XP Pro and you don't know the password for the Administrator account use this password Utility to reset it.
