If this problem is seen only in your user profile, then try this:

1. Login to another user account, and then export the following registry
key:

HKEY_CURRENT_USER\Control Panel\Desktop

To do so, type this in Start, Run:

reg export "HKCU\Control Panel\Desktop" c:\desktop.reg

2. Then login to the subject user account, and then type this in Start, Run:

(**This is for backing up the current settings, just in case**)
reg export "HKCU\Control Panel\Desktop" c:\desk_orig.reg

Then, type:

C:\desktop.reg

When you see this prompt, click "Yes".

Logoff/login back for the changes to take effect.
