If this problem is seen only in your user profile, then try this:

1. Login to another user account, and then export the following registry
key:

HKEY_CURRENT_USER\Control Panel\Desktop

To export the settings to a REG file, type this in Start, Run:

reg export "HKEY_CURRENT_USER\Control Panel\Desktop" c:\desk_settings.reg

2. Then login to the subject user account, and then type this in Start, Run:

reg export "HKEY_CURRENT_USER\Control Panel\Desktop"
c:\desk_settings_orig.reg

Then, type:

C:\desk_settings.reg

When you see this prompt, click "Yes".

Logoff/login back for the changes to take effect.

I have tried setting the Themes back to the original XP theme and even the
Windows classic theme, and there is no change.

If you're using a 3rd party Theme, or if the current theme reads as
"Modified Theme" or "Windows XP (modified), try switching to Windows XP
Theme. The Appearance settings should revert to default values.
