I would like to add a comment - without asking a question- to a
ms.newsgroup, but when I sign in, and go to the 'new' button on the

No idea. This is a newsgroup, not a forum, and I don't know how the MS web
interface to the groups actually works - I don't use it or recommend it.
What exactly is it you want to write? Might as well just try creating a
post, and make it clear in your subject line that you aren't asking a
question per se. Although I'm not sure I see much value in that, myself.
You might ditch the (clumsy) web interface and start using a news client
instead; the NNTP server is news.microsoft.com and you can sub to as many
groups as you wish.
