I would be under the inclination to go old style. just remove the network
cable or phone line after im done with it and lock it up. excessive wear on
cords, oh well they are cheap. if you are using broadband, could turn on/off
access by either disabling internet or misconfiguring the router, then
changing the default password. easy, no extra costs or downloads needed.

Are the restricted users all running under "Limited" privileged
accounts ? I would just remove or assign a "Bogus" Gateway
in the NIC settings to prevent outgoing WAN traffic. That's a
stop gap measure since you'd have to toggle the setting in the
Administrator account for it to have full Internet access. You
could also try Zone Alarm which has a provision to "Lock" the
Internet.

However, trying to restrict PC usage is a "Cat-&-Mouse" game.
I've seen young(er) users figure out or override all kinds of
"Limits" and "Snoops" that parents have put in place.

It won't help you at the moment, but Windows Vista will have
Parental controls that allow for Time allocations and the kinds
of things you are seeking.

IE. Not Firefox or any other internet app... are the docs not clear on
