Screen Saver - windows xp home edition

I have two people on the computer.
1 limited user (E)
1Adminstrator/user (J)

I set E and J screen saver setting at "none"
When I boot up the screen saver comes on.

I boot up in save mode, click on administrator, and the screen saver is set
at windowsxp. I am unable to get it to accept any change.

Can anyone give me some guideance. Do I need to make a registry change?

Thanks
Bob
