How do I convince XP that I have no Internet access?

Tech-Archive recommends: Speed Up your PC by fixing your registry

Is there any easy way to convince XP that I don't have Internet Access
ie to disable

- nagging about automatic updates
- being asked if its ok to get a driver or application off the internet
- trying to download certificates from the network
- Internet connection wizard
- etc etc

Also it this possible for 2003 server?

cheers
