Then follow the above instructions to start CMD.EXE, and once started, press Ctrl-Alt-Del to load Task Manager. Click the Processes tab on top, find explorer.exe in the list of processes and click on it, and then click the End Process button. At the "are you sure?" box, click yes. Now go back to the CMD.EXE process and you will be able to access shell32.dll.
Once you're finished with your copying, reboot your system.
