Yes there is. You'll need to choose the Windows Classic theme from the
Desktop properties.
Right-click on the Desktop, go to the Themes tab, select Windows
Classic from the drop down list.
As you suggest, you've change the Taskbar and Start Bar, this should be
the last step.
