To "repair" what?
I have Win XP and never have had this problem before.
This is a fairly common problem caused by people moving the Norton Programs group on the start menu to somewhere else like a custom folder
called Utilities or Tools. Just do a google search for the string
Norton Antivirus 2006 does not support the repair feature
and you will find a few hits

I had the same problem the other day after I tried to uninstall Norton Anti virus on a computer. The uninstall didn't work completely and just took out the uninstall option in the control panel.When I went to open Word I got the windows installer and the error message. After I searched for the error message I found that It was a problem with nortons. I did resolve the problem by searching for the NavRemoval tool

I downloaded a script from Nortons that finally removed there software and all is well.
