No, not really, I'd already suspected that you'd been running a pirated version of Windows, based upon an English installation "restoring" to Chinese, and the fact that you'd acquired the computer in Taiwan. I'd have been more shocked if someone were to claim buying a legitimate license there.
A year ago when I bought the laptop in Taiwan, the guy in the store "changed it" to English. What I did not know is that to do this, he obviously installed a different version of Windows onto the machine - an invalid one....
How could one possibly not know this, given the fact that it has never been possible to convert one language version of Windows to another language version. (And the MUI shell that can be installed on top of English versions of Windows is something quite different.)
Now, with MS's wonderful WGA update, I was told I had to get a valid version of Windows because mine was not. Called MS who wanted to charge me $200, forget that...
Why? Does the world owe you a living? Get real! You were, in affect, using "stolen goods," whether knowingly or not; this was discovered, and the "stolen goods" were returned to the rightful owner. Do you seriously believe that you're entitled to another free copy of Windows? Take the issue up with the individual who sold you the "stolen goods" in the first place; no one else owes you a thing.
Called IBM, very helpful and told me about the "hidden" partition on the HDD with the original IBM OEM version of Windows that came with my PC. Recovered, and now I'm all in Chinese.
But legitimate, which was your stated goal.
The ironic part - is that I'm in this predicament because I wanted to ensure I was not running any illegitmet version of Windows, and that all was legal on my laptop. Go figure, the merchant screws me and Microsoft punishes me for it.
The how did the merchant "screw" you? Did he not do exactly as you asked? How is Microsoft "punishing" you? By not rewarding your use of pirated software? Remember, *you* bought the Chinese laptop, all by yourself.
I promise that if I cannot change the language on this version of Windows, I will go back to running a pirated version of Windows
..... and thereby putting the lie to you claim of trying to "go legit." Why should Microsoft give you a free English license?

I'm smokin mad about this. Both at the retard company that screwed me in Taiwan, and MS for just not caring about it's Customers.
Ah, but that's just the point, you're not one of Microsoft's customers, in this particular instance. Because you purchased an OEM license, you're the customer of the laptop manufacturer. You even agreed to a contract to that affect: remember the EULA, by whose terms you agreed to abide?
