When I inserted the RESTORE disk, something happened which caused
me to corrupt the
\$WIN_NT$.~BY\SYSTEM32\BIOS.INF file which causes an error code 14
on IPL.

Most consumer machines ship with a restore cd, some create extra
partitions but I've yet to see a vendor explain what they're for.
Maybe their tech support use them for trouble shooting or future
installs. Give tech support a call. Best bet is to get an image
backup program, restoring to purchase state isn't always what you
want after you've done a bunch of configuring.
You never know what you might get, unless you ask.
