file options/sizes

Got a 9 page database directory. We need to send it out to a group via
email.
A number of people don't have MSWorks database.
I'd like to get the file into some other format. It would seem our options
are to print it out and:
A. scan the hard copy and store as .jpg
B. scan the hard copy and store as .pdf
C. scan the hard copy and store as .bmp
Am I right that we will have to print it out and scan it back as something
else? Can't convert .dbf files to other formats direct, can I ???
If we need to print and scan, which of the above gives us the smallest file
size?
