When you indicate that a "reinstall" is need, I assume you mean Windows
XP?
Correct? Can I do a"repair reinstall?" (recovery?) Is that a
possibility?

Yes, I have thought about going to Linux because of this very reason,
and yes, it
seems like this occurs once every year or two. Can you direct me to a
site that
would give me the "wherewithall" on changing over to Linux?

Typical Windoze eXPerience commonly known as bit-rot. Re-install is the only
"solution" and then you wait until it starts happening again and go through
the process again ... and again ... and ...

When you're finally fedup with running this toy operating system, it's time
to consider moving to a real operating system. May I suggest you look into
GNU/Linux as the preferred stable operating system for your computer.
