Question on scrolling and address bar

Is there a way to get xp to scroll automatically when using IE without
always having to click on the background. When I go to a web page and
want to read/scroll down I always have to click on the text before the
scroll wheel will work with my Logitech wheel mouse. It is not a big
deal but as the page loads, every time some other box need to load
something I have to click again on the text to be able to use the
scroll wheel. I have to do this 2-5 times on most web pages. I have
tried every setting the Mouseware settings but nothing seems to work.
It is a little thing that can get annoying after awhile. Any ideas.

What determines what is viewed on the address bar-drop down in IE.
When I want to go to a page I have recently been to I will click on the
down arrow on the address bar and there will be a bunch of places I
have been to but I can't figure out what the determining factor is that
will show these places in the address bar. Is it typing directly into
the address bar? Some places remain in the list and some places don't
ever seem to be there. Is there a way to make sure something like ebay
is always in the list, or a way to remove one particular place. How do
I add a place to the drop down list?
