Is your file system NTFS? If not, you won't see the Security tab, even in Safe Mode.

I used "lock my folder 1.2.3"
As suggested I went in safe mode but there is no security tab visible in
properties. I don't know whether my windows is corrupted or there is some
other problem?
Any further help will be highly appreciated.
