Google for alarm clock programs. I'm sure there are many freeware ones.

Malke, he's not looking for an alarm clock. He wants to mute and
unmute his sound at specified times.

If *.cmd files could be written to do this, they could easily be
scheduled with the Scheduled Tasks tool. But I don't know of anything
that would switch sound on and off from the command line.
