Because updates are interdependent. While XP is running, core
system modules cannot be "Unloaded" and have the newer one
replace it. That can only be done prior to XP starting up. As to
multiple reboots, you can't apply a Media Player 9 patch unless
MP9 is installed and running.
To avoid this you can embed/slipstream updates to your original
XP disk so that when a fresh install is done all (or most) hotfixes
and updates are included. One program to do that is nLite. It
requires .Net framework 2.0 to function.
I believe a post SP2 run at Microsoft Update will show upwards
of 38+ updates to apply - so yes reboots can be a pain.

I just did a fresh installation of Windows XP and went to
windowsupdate.com to download sp2 and a ton of other updates.
I must have restarted my computer at least a dozen times before all the
updates were installed.
Why can't windowsupdate.com download everything at once, with only one
restart?
