Normally, within windows explorer it is: File >> New >> Folder.

How do I shorten this folder-creating process using the keyboard, alone.

Have a look at your pull-down menus. As soon as you press
the Alt key, one of their letters gets an underline. This is the
next key you have to press. Hence: Alt+F (File), Alt+V (View).

To continue, just press the underlined key in the pull-down
menu, and in all subsequent submenus.
