registry permission in ie7 install

I am still having issues when trying to install ie7 beta 3. The install fails. I just did a clean install of Windows XP Pro. I logged on as administrator and started installing ie7. After a few minutes it says the install failed. I looked at the install log and everthing seems okay until the end of the log. It says:
34.797: DoRegistryUpdates:UpdSpInstallFromInfSection Failed for ProductInstall.GlobalRegistryChanges.Install error: 0x5
34.797: INF_REGISTRY Failed
34.797: DoInstallation:DoRegistryUpdates failed
34.890: Access is denied.
How can I correct this?
