How to install Recovery Console

A family member has a Dell Dimension 8200 computer with windows XP Pro (SP2)
computer, with all of the current MS Security updates installed. He would
like to have the Recovery Console installed on his computer. He has the
C:\I386 folder on his computer. Can the Recovery Console be installed from
this folder,using the following command:

Start/Run C:\I386\winnt32.exe /cmdcons

I should note that he has lost his Dell windows XP Pro CD that came with the
computer. Thanks for any help, Sam.
