I really do appreciate ALL the help given here. It's just very frustrating.
Glad you brought up the safe mode. I tried that, but get an error
"1607 - unable to install InstallShield scripting runtime."
In the event viewer, see nothing concerning unable to start ipod service,
but did see several about not being able to start DCOM in safe mode. So
assume a needed service is not able to load in safe mode to let the install
complete.

Since millions of Windows users successfully install and use iTunes (I have
4 boxen here alone that run iTunes), there is something specific about your
particular computer that is causing the problem. Assuming that it is "a
Microsoft" problem is a false assumption. It could be some program,
process, or driver you have installed on that box that doesn't play nicely
with iTunes. Maybe you have a security program that doesn't allow the
software to install properly. Maybe the box isn't virus/malware-free and
that is causing the issue. We can't know since we can't see your computer.
First, look in Event Viewer and see if there are any clues to help you
narrow down the troubleshooting. Then completely uninstall iTunes per
whatever Apple's instructions are. Then do a clean boot and see if you can
install iTunes then. You might even want to try installing in Safe Mode if
it will.

Here are various notes I've gathered about difficulties with installing
iTunes. Maybe some of them will help. Caveat: since I haven't had any
problems installing iTunes on my machines or on any of the 170 school
laptops or on numerous clients' machines, I haven't tried any of these
fixes. YMMV.

If you’re trying to install iTunes on Windows and it dies during the
Quicktime installation with a “-3"error, or you try to install Quicktime
7.0.3 on Windows and you get an Error 1714 or some complaint about not
being able to find quicktime.msi even though it’s there, the way to fix it
is to:
Open regedit
Navigate to HKEY_CLASSES_ROOT –> Installer and select Products
Use the Find menu to find quicktime inside that part of the key. Delete the
part of the tree that you find. You should now be able to install Quicktime
and iTunes without incident.
