ZoneAlarm Internet Security Suite, version 6.5.722.000, will stop it cold.

You can even password protect your preferences and settings, so no one
(including a nefarious program) can change the settings and allow itself
internet access.

If anything tries to ride out on the back of a legitimate program, the
firewall will alert you to that also.

Windows Firewall will do NONE of this.
