The manufacturer's restore CD, normally restores just Windows. Sometimes it
may also reinstall other apps. Apparently in your case it doesn't, which
isn't surprising.

Are you sure that Nero came wit the system originally, rather than your
having installed it later? If so, you should have another CD for Nero around
somewhere. If you can't find it, you'll either have to ask eMachines if they
can replace (probably not for free), buy it again, or get some other similar
product.
