Can I use "run as" on any file

I'm wondering if there is a way for instance, when I have to save a file, and I'm using the users log-in, where I can say run this task as a admin user., and then it let's me save the file. I hope I made myself clear. I'm glad to explain it more. I always appreciate the help here in this NG, you guys and gals are the best......Peter
