Need help with a modem problem

Hello,
I am having trouble getting a 56k modem to work. I have formatted hard
drive and loaded fresh win xp sp2. Modem has been recognized and working
properly in device manager. Clicking the Query Modem button in the
diagnostic tab in the Control Panel modem applet also works fine. According
to the modem properties ***, it has been assigned COM 3, however in device
manager, only COM 1 is listed under the Ports heading. If I try to dial out
with the phone dialer applet for instance, I do not hear the modem at all.
Can someone help with this issue?
