Hello Brandon,
$LDR$ is setup loader rather than NTLDR,
During the initial portions of Setup $LDR$ is loaded. When setup
completes, $LDR$ is supposed to be deleted as in \$win_nt$.~bt and
\$win_nt$.~ls
So during setup the bootsector points to $ldr$ rather than NTLDR
The content of both files would be very similar other than the differences
required for setup.
